Evolution & genetics (alleles) question... please help!?

Well i might be wrong but isn't mutation included within the larger term biological variation? So, in a way, mutation is variation. But rearrangements in DNA (which sometimes may not be considered "mutations") are also cause of variation. I don't believe i really helped. :/ but i hope you find the answer.
