My adopted kid in haiti was killed in the quake. As if that wasnt awful enough UNICEF keeps billing me for him?

Is this legal? Or were they lying about me "adopting" a kid in the first place and i was just paying unicef. This really pisses me off. I had no real relation with the kid but still i thought i was helping him out this whole time. I have done this thinking it was for the kid for almost 2 years now.
